Scope
Applies only to users who currently do not have another connected device:

Signed-out users

Unverified users

Signed-in users with Sync disabled

Signed-in Sync users with Bookmarks Sync disabled

Signed-in Sync users with no other active devices
Show “Sync Bookmarks to Mobile” in the top-level Bookmarks menu as the second item after “Manage Bookmarks”:

“Sync Bookmarks to Mobile” should reveal a dropdown on hover with the following sub-item based on user/account state.
1. Signed-out / Unverified users
Sync Bookmarks to Mobile -> Sign in to Sync Bookmarks
Clicking opens a new tab with Firefox Account sign in/sign up flow with ?entrypoint=bookmarks-top-menu
2. Signed-in users with no other active devices
Sync Bookmarks to Mobile -> Connect a Device
Clicking opens a new tab with Firefox Account “Connect Another Device” flow with ?entrypoint=bookmarks-top-menu
3. Signed-in users with disabled Sync OR with disabled “Bookmarks” sync in CWTS
Sync Bookmarks to Mobile -> Turn on Sync
Clicking opens: Settings page with Account and sync panel scrolled to Sync section
