We have this blocking behavior to avoid leaking the user data - they were using proxy, then proxy errored; if it just disconnected, then the data would go to the open webpages without extra protection, so we want the user to disable proxy themselves when they feel they are ready (hence the manage tabs button)

yeah, with no tabs that button doesn't serve any purpose. I wouldn't call it a bug, but removing it could be an improvement

From our triage on Friday: Content and UX will review the text. Product will compare this against how often desktop sees this error and update the priority accordingly.
