2050642 - Replace tab groups menu empty state illustration

We received the updated illustration for the empty state of the tab groups list (intended for display in the application menu and toolbar button menu when the user has no tab groups). Replace the existing illustration with this new one.

New illustration asset: https://drive.google.com/file/d/1DoOjUp4hETB6AbSPAZurnrSCeOHAZnUK/view

The existing illustration can be replaced wholesale in-place because the existing illustration is not used anywhere else.
