2051413 - Newtab client needs to request layouts from remote settings

We probably want a pref for this, both to use this feature, and to specify the layout to pull from (or have 1 pref with the layout that's also the gate,. so if the layout is set to "" it means turn off the feature), and a pairing trainHopConfig to do the same thing.

We also need to figure out the functionality from the server that we need to port.

Finally, decide on the structure of that layouts, related to bug 2051412
