We've got an experimental pref to enable Dynamic Reflow Roots (to let us initiate incremental reflow from the middle of the frame tree under certain conditions where we think that won't impact correctness).
That's still not ready to ride the trains to release (see dependencies of bug 1547859, e.g. bug 1510360).
Right now the pref is enabled in nightly and early-beta, but early-beta is going away as discussed in bug 2051729. So let's return the pref to being Nightly-only.
