After scrolling page with several horizontal rules <hr> small dots remain several pixels below left end of horizontal rule. CCing roc+moz - maybe it's some nit from smooth-scrolling patch. 2003050714/trunk/W2K

Below first and last visible horizontal rule are small dots. Below left end of HR are black ones, below right end are (near invisible) gray ones.
Im seeing the dots created when a ruler scrolls into view, i.e. when scrolling down, two rulers are coming up, followed by these dots, and when scrolling up, the dots are coming into view before the rulers. The rulers seem to start with a black pixel, and the dots below this are black, the dots below the end are gray as the ruler. The black dots seem to be wider than the gray ones, but that maybe an optical effect, or the bandwidth of the grafics system. Win98, 800x600, 8 MB SiS6326 graficscard
