Migrate the following 4 tests:

  • external/wpt/web-animations/crashtests/svg-length-unittype-crash.html
  • external/wpt/web-animations/crashtests/animation-constructor-after-detach-crash.html
  • external/wpt/web-animations/crashtests/animation-with-null-timeline-crash.html
  • external/wpt/web-animations/crashtests/report-violation-in-detached-document-crash.html

Also fixes filename typo: report-violation-in-detached-coument ->
report-violation-in-detached-document.
