When clicking any mailto link, the mail composition window doesn't allow for
formatting of the mail message.  (also defaults to the Times New Roman default font)


Reproducible: Always

Steps to Reproduce:
1. Go to any page with a mailto: link and click

Actual Results:  
The a mail composition window appears without the mail formatting toolbar or
options.

Expected Results:  
Brought up a mail composition window using the specified preferences for
fonts/format and show the formatting toolbar.
