STR (after bug 2051148 lands):

1. Make sure there is a search engine starting with B, e.g. Bing
2. Open unified search button popup
3. Press B
4. Press B again

expected results:

Bing panel-item is focused after step 3 and Bookmarks panel-item is focused after step 4

actual results:

Enters Bing search mode after step 3, bookmarks search mode can only be reached via arrow keys but not accesskey B

With focus outside every list, an open submenu now takes an accesskey as it already took a first letter, and its outer list stands aside. A key such as " that the old selector couldn't quote no longer throws.
