You can "get new messages" for a newsgroup multiple times, simultaneously

If you select a newsgroup in the messenger pane, you can select "Get New
Messages" from the file menu more than once, and if the newsgroup has lots of
new messages in it, you will be grabbing the new messages in multiple processes.
For example, I subscribed to netscape.public.mozilla.layout, and clicked on it
to download its messages. I then selected "Get New Messages" from the File menu.
This started another process of downloading the messages. The spinner at the
bottom flipped between two different states, showing different #'s of downloaded
messages. I chose "Get New Messages" 2 more times, and the spinner switched
between four different downloads of the 5600 messages in n.p.m.layout.

Seems like one way to solve this is with "folder locking" as described in bug
12850. So, reassigning to mscott. cc putterman in case he has another plan for
"in get messages"

clearing milestone, m17 and m18 are meaningless now. these need to be triages
along with the rest.
Target Milestone: M18 → ---
I am not a real newgroups user, but maybe anyone has recently experienced this
problem?
