Bug 2055090 implements the shared component for the theme picker, with the backend still pending. Bug 2050531 implements the backend. Once this is complete, the theme picker should be wired up in about:welcome similar to the wiring for migration wizard as it was implemented in about:welcome.

Ended up being unnecessary, as functionality didn't require extra work beyond Bug 2055090.
