Add a new dedicated onboarding for net new users and existing users where we tell existing users that they can switch back to QR code by disabling it.

Users can go directly to the settings page to turn off the Google Lens integration.

Leaving the qe-verify+ label until QA can verify this on Beta 154 as well.
