The actual implementation of the ping behavior was added previously to
MathMLAnchorElement.[1]

This change only adds the dom interface to access the ping attribute and
tests its behavior.

The ping attribute for the mathml anchor element serves the same
purpose and behaves as the HTML and SVG anchor elements.
