Steps to Reproduce

On HNT, activate the "Open context menu" button located to the right of each shortcut. Activate the "Edit" button in the dropdown. In the resulting "Edit Shortcut" dialog, while using a screen reader leave the URL input blank and activate the "Save" button. For "Add Shortcut", activate the "Add Shortcut" button located to the right of the shortcut section. In the resulting "Add Shortcut" dialog, while using a screen reader leave the URL input blank and activate the "Add" button.

Expected Behavior

The "Valid URL required" error message is presented visually and announced to screen reader users whenever user activates the "Save" or "Add" button with the URL input invalid.

Actual Behavior

"Valid URL required" error message is presented visually and announced to screen reader users the first time the user activates the "Save" or "Add" button with the URL input invalid, but not on successive attempts.

User Impact

Inconsistent error messaging.

S4 because if the user enters text into the URL field, the error is cleared, after which pressing Add/Save does report the error again. This only occurs if the user attempts to repeatedly press Add/Save without making a change.
