We want to add a notification bar in about:pdf and in the pdf viewer in order to notify the user that some new features have been added.
These new features will be displayed in about:pdf#features.

about:pdf gains a #features view listing eight built-in PDF tools. The
"Explore PDF tools" link opens it; Back uses session history when available and
otherwise restores the main view. Both views share the existing default-handler
promo.

The shared bar links to about:pdf#features. A parent-process counter limits it
to two impressions across both surfaces by default. Dismissing the bar or
visiting the features view hides every open bar and prevents future
impressions.
