• ensure that sidebar is enabled
• ensure no History is saved or the browser is set to never remember history

Steps to reproduce

1. Open Sidebar > History panel.

Expected result

• The settings link color respects Figma https://www.figma.com/design/XT0eDYh4RtbMNWaYQi0efM/Chrome-Sidebar-UX-Specifications--Sprint-1-?node-id=13136-117821&t=wM65OCZiLU23ezMV-0

Actual result

• The settings link color does not respect Figma.

This also seems to reproduce for the connect additional devices link from the Tabs from other devices panel.

Appears that this panel is using fxview-empty-state.css. DevTools shows that --fxview-primary-action-background isn't set for sidebar panels.
