These are guarded by EARLY_BETA_OR_EARLIER which is going away by mid-August (context in bug 2051729).
I am fairly sure that with Normany deprecated and these tests for unenrollment now being 5 years old, the sensible thing to do is probably just to remove them, their TelemetryEnvironment consumer, and their tests? Beth, is that right? If so I can put up a patch (but please bounce the needinfo so I don't forget).
