EARLY_BETA_OR_EARLIER is going away, so this block:

needs updating. Guessing nightly + devedition will be the best fit, but up to you - looks like the code may have moved since bug 1317223?

We should remove the code behind these prefs, but in the short term just removing this block and leaving the default values always false seems fine.
