2058359 - Re-enable "update service" setting for auto-disabled installations

We currently have a large population of installations where the setting "app.update.service.enabled" was automatically set to false due to there being more than 10 update failures. One effect of this, though, is that these installs will no longer use staged updates.

Make a change to re-enable the update service setting for any such installation, and add telemetry to notice if errors are auto-disabling the feature again.
