Steps to reproduce:
Open a video in one window and maximize it. Then, in another window, open a video in picture-in-picture mode and place it on top of the first video.
Actual results:
In the window with the video maximized, the Windows taskbar appears over the Firefox window, covering the video controls.
Expected results:
that the Windows taskbar appears behind the Firefox window with the video maximized
