Preconditions

• Run this on a new profile.
• Enable Compact density in about:preferences#appearance.

Steps to reproduce

1. Navigate to CNN and bookmark the page to the Bookmarks Toolbar
2. Hover the mouse over the newly added bookmark

Expected result

• The bookmark should be displayed correctly on hover.

Actual result

• On hover, the bookmark icon bleeds outside the hover highlight. Please see the screenshot for more details.

Regression range

• This issue is introduced with the compact density added for the Nova styling.

Additional notes

• After adding more bookmarks the issue is no longer reproducible, the bookmark icon fits the mouse highlight.

I see this with any favicon that's visually fully square. I added more bookmarks and kept seeing the same behavior, though.
