See bug 2038764 for more context. All our supported OSes provide some ability to tile windows on the screen, snapping their edges to display edges. Adapting the UI for this state was blocked on bug 2054879. Now that is fixed we can explore the front-end piece.
The initial (perhaps over-simplified?) solution will be to treat tiled windows the same as maximized windows. We'll remove the rounded corners, borders and outer padding so that we take advantage of Fitt's law and facilitate easy scrolling and interaction at the display edges. At the front-end we'll be using the new "tiled" attribute added to the root element to facilitate this.

For some reason, windows doesn't count this as "arranged" and we don't get the tiled attribute?

Can you file a bug about that and ni?ing me with steps to repro? I think the state should be arranged (it should match whether windows rounds the corners for example) but we might not be querying it at the right time or so?
Can debug next week but I don't think we need to block your change on that.

We're removing the outer window edge border and padding from the Nova design entirely before shipping. When bug 2062351 is complete then this issue and all related issues should be resolved.

I think bug 2063294 has removed the need for special tiled windows treatment. We were able to remove the special maximized window CSS and our tiled window plan was essentially to treat tiled windows the same as maximized windows for rendering browser chrome.. I'm going to close this as wontfix. If there's a case where some tiled window treatment is necessary, please re-open.
