2059761 - Add All Tabs option to the Smart Window mentions panel

Summary

The mentions panel only offers individual tabs. Once bug 2014499 lands it supports tab groups. There is no way to reference every open tab at once, this is split out of bug 2014499.

Acceptance Criteria

• An “All tabs” option is shown in the mentions panel.
• Selecting it references all open tabs of the current window as context (needs to be discussed with models what limit we have).
• The resulting context is displayed as a single removable chip.
• The number of tabs included is limited by the existing context limits.

Notes

• Existing context chip behavior is reused.
• Interaction with the group and per-tab context limits need to be discussed when this is being picked up.
