User Story

As an admin, I want devices to be signed-out under certain conditions so that users are unauthenticated to meet certain security requirements.

Acceptance criteria:

Admins can enforce via policy whether clients are signed out if any of the following conditions are met:
- Thunderbird closed
- Thunderbird restarted (i.e., updated)
- Browser crashed
- Network connection lost

Out of scope:
- OS screen lock
- OS hibernate/sleep
- Idle/inactivity timeout
