When we startup in the AuthIssues state, this probably indicates that the user is not authorized but there are various corner cases where we might have gotten something wrong. For example, a bug in an older FF version that we've since fixed or an FxA server bug.

Because of this, we should re-check the authorization status every so often to see if we can recover. I don't think this needs to be frequent, maybe once a week would be enough.
