The legacy probe SEARCH_SUGGESTIONS_LATENCY_MS has a Glean equivalent and we no long need to keep recording the data to legacy telemetry.
Hence we should remove the probe.
Whilst here, we've also agreed that it only makes sense to record the data for configuration based engines, since any non-configuration engines are grouped under "other" which doesn't provide any useful data.
