When there is a scrollbar for vertical tabs an inset value should be set to prevent the rounded corners from interfering with the scrollbar.
Use the -moz-scrollbar-inset-block property to add the inset. This property can accept 1 or 2 values for the start and end values
Attached demo videos shows vertical tabs with the inset (no pinned tabs) and without the inset (with pinned tabs). The top inset is only needed where there is no promo box or pinned tabs. The bottom inset is not needed because of the "New Tab" button.

Closing this as WONTFIX. The need for this no longer applies since there is no longer an upper corner radius where the scrollbar is positioned now that there is no longer a floating chrome
