[Why is this notable]: Happy Eyeballs V3 is a new network connection algorithm in Firefox that aims to improve user-perceived latency when connecting to hosts, particularly those supporting both IPv4 and IPv6, or different HTTP protocol versions.

[Suggested wording]: Firefox now uses Happy Eyeballs v3 to select and race connection candidates, improving page load times on dual-stack networks.

This is being disabled for 155/156 in bug 2067488 due to bug 2063452. Removing it from the release notes.
