Steps to reproduce

1. Open a Few New Tabs and start a different conversation in each tab.
2. Open the Organize tabs panel and Select Close duplicate tabs.

Expected result

• Only New Tabs with the same name "New tab" should be closed.
  Tabs with started conversations already show a different name and shouldnt be closed.

Actual result

• The Organize tabs panel sees every new Tab with a started conversation as simply a New Tab and will close all of them except for the active tab.

These might be seen as having the same url, maybe we should have an additional check for title also?
