Steps to reproduce
- Open the Organize Tabs panel and create a suggested tab group.
- Save and Close the Tab group.
- Open the Organize Tabs panel and restore a Tab group from the View All tab groups sub panel.
- Open the Organize tabs panel again.
Expected result
- The Tabs from the restored group should not be seen as duplicated tabs unless they are.
Actual result
- The Tabs from a restored Tab group are seen as Duplicated and users might accidentaly close them all.
If the user waits for all tabs to load and then closes and reopens the Organize tabs panel, those tabs are no longer seen as dupes.

Same issue as before (same url is being seen). I think adding an extra title check should fix.
