Looking at the photo, YouTube is showing as SDR (visually it looks like BT2100 PQ HDR being shown as BT709 SDR, dull and gray) on Radeon RX 6900 XT with Samsung Odyssey Neo G9 display, we don't know what OS version (Windows 10 or 11) yet and the Decision Log would be very useful to see if any fallbacks are being engaged (particularly the compositor). I can see rounded corners on the video (which YouTube does these days) but if the compositor is enabled that should be OK for HDR.

I'm able to repro this issue by turning off gfx.webrender.compositor on Windows 11, looks like we'll need to add some checks for whether compositing is enabled when reporting HDR video capability.
For HDR to work all of these prefs have to be enabled (and they are by default):
gfx.webrender.compositor (users often turn this off due to issues with MPO - multiplane overlay - in Windows DWM, if disabled they get the Draw compositor)
gfx.webrender.dcomp-video-hw-overlay-win (users also often turn this off due to issues with MPO)
gfx.webrender.dcomp-video-sw-overlay-win (users also often turn this off due to issues with MPO)
gfx.color_management.hdr (we know this is enabled because we would not report the media capability video-dynamic-range: High if it was off, and thus YouTube would not serve HDR video)
If any of those prefs are off, we probably have to report no HDR capability (at least until we upgrade the Draw compositor to HDR).

Sorry for spamming but it seems that I some time turned off hardware acceleration.
Putting layers.acceleration.disabled to false fixed the HDR issue. Now working as intended

While the issue was layer.acceleration.disabled being set to false, this exposed an issue where the compositor being disabled is not disabling the media capability reporting HDR capable, so we need to fix that.
