I assume this should be the path to the Local directory: of your mail account:
D:\Docume~1\G1/4NTR~LOCALS~1\TEMP\nsmail.html
Mine is:
D:\LONG-NAME\Mail\mail.myprovider-world.de
So you don´t need to specify short names like Docume~1, you can name it
Documents\G1\4NTR... but try to replace the slash in \G1/4NTR with a backslash:
\G1\4NTR
or is that slash the second character in the name of the directory 1/4NTR ?

It's probably a problem with special [non-ascii] characters in user profile
names on WinXP.
I don't have WinXP, so I can't test it, but someone reported similar problem on
a polish newsgroup:
<translated quote>
When I try to post a newsgroup message I get an error:
"Cannot open temporary file C:\DOCUME~1\?UKASZ\USTAWI~1\TEMP\nsmail.eml. Check
the settings for working directory and try again."
</translated quote>
(The message is translated back from Polish, so it may be inaccurate).
The "?" sign should be a non-ascii character used in a profile name, but it
appears that Mozilla really tries to write to a directory with "?"...
Anyone can test it on WinXP? (you'd have to use a non-ascii Win-profile name...)

This is an automated message, with ID "auto-resolve01".
This bug has had no comments for a long time. Statistically, we have found that
bug reports that have not been confirmed by a second user after three months are
highly unlikely to be the source of a fix to the code.
While your input is very important to us, our resources are limited and so we
are asking for your help in focussing our efforts. If you can still reproduce
this problem in the latest version of the product (see below for how to obtain a
copy) or, for feature requests, if it's not present in the latest version and
you still believe we should implement it, please visit the URL of this bug
(given at the top of this mail) and add a comment to that effect, giving more
reproduction information if you have it.
If it is not a problem any longer, you need take no action. If this bug is not
changed in any way in the next two weeks, it will be automatically resolved.
