Chrome and Firefox's behavior is the same right now, windows created with browser.windows.create({ type: "popup" }) currently hide the address bar. I'm inclined to close the bug unless there is a cross-browser effort to forcibly show the address bar.
For context, copy-pasting the relevant comment (originally authored by me) from https://phabricator.services.mozilla.com/D316218#10982287 in response to the patch that initially proposed to unconditionally show the address bar:
That is a significant change and I would not like to land anything like that without going through some discussions first. If there is a strong motivation for reducing variation in UI, don't make that change here, and please file a bug in WebExtensions::Frontend requesting this change in behavior, and I will start discussions (also in the WECG) on the desired behavior. The "popup" type in the extension API is not like the content popups; e.g. it is more dialog-like than popup-like in visual appearance. Chrome has the same appearance as Firefox, which is not surprising since Firefox's API behavior was based on Chrome's (https://bugzilla.mozilla.org/show_bug.cgi?id=1253128). I found a bug from Chrome considering to change its internal implementation (https://issues.chromium.org/issues/469000733), but it is not clear whether that would also affect the urlbar.
