PUWYLO in v0 (for 155 release) will support PUWYLO conversation starter dismissal but will only remain dismissed w/in a running Fx process. It will not be dismissed / not suggested if the user restarts the browser.

Request is to persist these dismissal in a way that it survives browser restart.
