Steps to reproduce:

Opened Firefox.

Actual results:

Firefox shortcut added to Start Menu. This is new behavior after v154.0 and is not desirable IMHO.

Expected results:

Nothing - no shortcut added to Start Menu.

The Bugbug bot thinks this bug should belong to the 'Firefox::Menus' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
