Preconditions
Enable Smart Window

Steps to reproduce

1. Have at least 10 tabs opened from each domain.
2. Open the Organize tabs panel and create 1 tab group.
3. Hover over the View Tab groups option and click it.
4. Hover over the suggested tab groups

Expected result

• The View tab groups should not need a click in order to open, it should be consistent with the tab group suggestions.
  Even if we click it to open, it should close when moving the mouse cursor on a Suggested tab group or other menu options from the panel.

Actual result

• The View tab groups submenu remains opened even when moving the window or clicking on the desktop, or selecting a different app.
