when returning to page with scrollbar, scrollbar shows incorrect position

When returning to any page that has been scrolled down partway, the scrollbar
shows at the top of the bar, even though the page correctly shows the previous
location. If scrollbar or arrow keys are used to reposition page, it bounces
to the top of the page (to match what the scrollbar shows) before proceeding to
update correctly. So you lose your place and have to find it again.
Reproducible: Always
Steps to Reproduce:
1. Go to a long page, say this one.
2. Go to some other page.
3. Return to this page.
4. Try and use the scrollbar or the arrow keys.
Actual Results:
When I hit the back button, then the forward button, I returned to
this point in this page. When I touched the down arrow, the page
bounced up to the top of the page.
Expected Results:
I should have started scrolling from where I was.
