Build the animated auto-minimize behaviour for the widgets section, to the V1 acceptance criteria on HNT-2928.
Scope is the single behaviour: widgets are shown above the fold and above content for a short time, then close and minimize with an animation, bringing more content above the bottom of the page. No persistence of the expanded state in V1.
