With exception to loading Mozilla the very first time on a system boot, every
other time I relaunch Mozilla, the personal toolbar appears as having no
bookmarks in them at all. However if I click the Bookmarks menu and go to
Personal Toolbar Folder it shows them all there. I can fix the problem by
closing the original Mozilla window and then opening a new one (without
restarting the application)

Reproducible: Always

Steps to Reproduce:
1. Reboot your computer (only if you've already launched Mozilla since your last
startup)
2. Once Mozilla opens, quit it, and re-open Mozilla
3. Notice how it appears that you have no toolbar favorites, yet they are listed
in the Bookmarks menu

Actual Results:  
My toolbar favorites don't show unless I close the window and reopen it

Expected Results:  
Show the favorites on the first window that's created
