20672 - clicking below scrollbar elevator loses button-up event

repeat-by:
  visit a sufficiently long page.
  click on the scrollbar, right below the elevator, to page down.

what I see:
  the elevator moves down to where the mouse is.
  and then it keeps moving down, as if I had held down the button.

It appears like it may be a GFX scrollbar issue. If the page is real long and
the cursor is clicked well below the scrollbar it works fine. If when the thumb
jumps down and ends up below the cursor then it keeps going.

Since bug 20476, "Clicks close to scrollbar thumb causes
scroll-to-beginning/end", Assigned, M14, already has a DUP, marking this bug
as a DUP of it.
