2067228 - Smart Form Fill: add form fill outcomes telemetry test

We already have tests for most telemetry events in SFF, however, we still need to add a test for form_fill_field_outcome after more parts of the front-end have landed in Nightly.

Also worth checking if the try again feature in the review dialog needs to be part of telemetry.
