in investigating bug 2055283 I found that setting the EPP to performance massively improved the sp3 noisiness on Linux. That bug restricts it to sp3 for the time being, and this bug should be used to see how it affects all perftests. A large perfcompare should be run

important to ensure talos + mozperftest are looked at as well
