The new tab search bar only lays out correctly with Nova enabled, and looks broken in weird ways with Nova disabled. Since Proton is on its way out, fold the Nova pref into the urlbar's newtabFeatureGate so <moz-urlbar> stands down and the handoff search bar registers in its place.

The bar is only themed for Nova, so this stands until Proton is removed.
