2070669 - NSS release process improvements

A grab bag of process improvements based on running the 3.129 relese:

• the release helper should ask if the new version is an ESR release, and only update the ESR line in the doc index if it is. The script currently takes an esr_version value, which is error prone.
• the cf_status_nss.py script should be run with the --fix flag automatically.
• the release script should automatically bump the version number on the default branch to 3.N+1 Beta.
