Details

There should be a quiz feature that allows bug owners to create a quiz for a
particular bug. This quiz would be prefaced by information, and upon reading the
information, the user would take the quiz. Once the user passed the quiz, he or
she would be allowed to comment in the bug from then on. This could be used for
extreme cases, like in bug 25537 where the signal to noise ratio is very low.

Filing uncomfirmed so the bug gets seen by triagers who would most be influenced
by it.

Yes, that's not something we are going to implement. This is completely counter-productive.
