Plus button UI for the Tab Groups strip. The plus button sticks to the end of the tab list when the list is shorter than the width of the group strip, and sticks next to the chevron when the tab list wraps. Implementation approach is TBD (possibly a sticky header API).

Includes Compose previews and UI tests.
