When my cursor is in a text area (blinking line), I am unable to use the mouse
wheel to scroll up and down the page. 

Reproducible: Always

Steps to Reproduce:
1. Click in a text area so that the cursor appears there and you can type text
2. Move Scroll Wheel

Actual Results:  
No scrolling occurs

Expected Results:  
The page should scroll up and down if it is scrollable.

Here is the testcase for this bug.
Isn't this expected?
I thought about that, so I checked IE's behavior and IE will scroll if your
cursor is in a text box. I guess it doesn't really matter though, either this is
a bug or is a request for an enhancement by me. I think I will leave it as
severity minor until someone with authority changes it.
What the attached test case doesn't show is that Mozilla scrolls the textarea
when there is enough text to produce scrollbars.

What is IE's behavior when there is sufficient text in the textarea to created
vertical scrollbars? can you not scroll textareas with the scroll wheel at all?

(yes mozilla's behavior is expected, and I doubt it will change)
