2071909 - Migrate User REST resource to native Mojo API

Part of the REST-to-Mojo migration tracked in bug 2057358.

• Port Bugzilla::WebService::User (create/get/login/logout/offer_account_by_email/update/valid_login/whoami) into Bugzilla::API::V1::User, alongside the existing /api/user/profile OAuth route already in that module. Please note this is the most auth-sensitive resource in the series: login/logout/valid_login interact directly with cookie and token issuance.
  => It should then land after Product and Group, once the native Mojo auth patterns from earlier resources have proven solid.
• Preserve field-name translations (e.g. email to login, full_name to name)
• Same delete/dispatch-table cleanup pattern used for prior resources
