Stephen, where are the designs for this bit of Nova and/or is there an obvious fix here? Also is there some tracking that needs to happen for Nova?

UX spec: https://www.figma.com/design/XT0eDYh4RtbMNWaYQi0efM/Chrome-Sidebar-UX-Specifications--Sprint-1-?node-id=14540-28908&m=dev

Spec was designed with the row being a panel menuitem and the button as a ghost moz-button. In the codebase, the row is actually a richlistitem and the button is a button, but they were styled to match. The richlistitem and button both use --button-background-color-ghost-hover as their hover background color.

We had a few instances of this same problem during Nova, with the most similar case being the List All Tabs panel. In that case, Juliana recommended making the menuitem and close button siblings instead of the close button being a child within the menuitem's box. That neatly resolved the visual issue but it would mean a DOM change for this case. This would be ideal if it's actually simple.

In the tab strip, we have this same issue with the close button, and we want to keep the close button overlaid on the tab and keep it using ghost button styling. We are still going back and forth with desktop-theme about the approach, but I don't think their solution is going to fix this case.

If splitting the button out is annoying, I'm inclined to suggest that we just have any hover/active effects on this specific close button use a translucent black in order to always show some contrast with what's behind it.

[fidefe-post-nova] is sufficient to track this on our team for Nova, thanks!
