Steps to reproduce:

• Turn Firefox Browser VPN on
• On a website, click VPN icon in address bar, uncheck "Use VPN for this site"
• Confirm VPN is off for this website by validating in the address bar and website is listed in the settings > Privacy and Security > Built-IN VPN > Manage website settings
• VPN confirmed to be off for website and saved in settings
• Close and re-open browser

Actual results:

Manage website settings list is cleared, must go back through and manually turn off VPN for select websites

Expected results:

Manage website settings for built-in VPN should function like the Browsing data > Manage exceptions list or Clear data for specific sites list, it should save to the settings so it doesn't have to be manually updated every time you close/open Firefox
